Better cultivate talents for the Party and contribute ideas to the Party

“On the new journey, Party schools (administrative academies) at all levels must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, uphold the Party’s core mission, bear in mind its original aspiration, and better serve the Party by educating talent and offering advice.” General Secretary Xi Jinping recently issued important instructions on the work of Party schools (administrative academies), expressing his earnest hopes. From the perspective of strengthening Party building and promoting Chinese-style modernization, the General Secretary’s important instructions fully affirmed the new progress and achievements made in all aspects of Party schools (administrative academies) at all levels since the 18th National Congress of the Communist Party of China. These instructions point the way for Party committees and governments at all levels to effectively run Party schools in response to the new circumstances and new tasks, and to promote the high-quality development of Party schools (administrative academies) in the new era.

Party schools are an essential component of the Party’s work. Establishing a Party school system from the central to the local levels, specifically to educate and train cadres, is a major political advantage of our Party. In this new era and new journey, Party schools (administrative colleges) serve as the primary channel for educating and training cadres and Party members, as crucial platforms for the Party’s ideological and theoretical development, and as research institutions and think tanks for philosophy and social sciences for the Party and the state. They play a vital and unique role in China’s modernization drive. Party committees at all levels must deeply grasp the mission of Party schools and the requirements of the times, strengthen their sense of mission, responsibility, and urgency, and maintain and leverage this unique advantage of our Party.

Cultivating talent for the Party is the unique value of Party schools. my country is currently at a critical juncture in comprehensively advancing the great cause of national rejuvenation through Chinese-style modernization. There is an urgent need for Party members and cadres to enhance their capabilities and skills. Party schools (administrative academies) should deepen teaching reforms, focusing on implementing the important reforms announced at the Third Plenary Session of the 20th CPC Central Committee to improve regular training, especially basic training mechanisms, and continuously improve teaching quality. We must strengthen Marxist theoretical education and training, focusing on unifying thought, will, and action through the latest achievements in the Sinicization and modernization of Marxism. We must strengthen Party spirit education, conducting in-depth education on ideals and beliefs, the Party’s purpose, Party history, the history of New China, the history of reform and opening up, and the history of socialist development, using exemplary cases as cautionary tales. We must conduct capacity building training focused on the major decisions and deployments of the Party Central Committee and the country’s major strategic needs, focusing on enhancing the ability to promote high-quality development, serve the people, and prevent and mitigate risks.

As a key front on the Party’s ideological and theoretical front, Party schools bear the crucial responsibility of providing advice to the Party. They should fully leverage their disciplinary, academic, and discourse advantages to strengthen the research and interpretation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. They should focus on systematization and theoretical development, thoroughly studying and interpreting the Party’s innovative theory’s contemporary context, scientific framework, spiritual essence, practical requirements, and original contributions, effectively promoting its widespread adoption by the people. They should fully leverage the role of think tanks, proceeding from the urgent and strategic needs of the Party and the country, focusing on new issues encountered in practice, deep-seated problems in reform, development, and stability, pressing concerns of the people, major issues in the evolving international landscape, and prominent issues facing Party building, and actively conducting forward-looking, policy-oriented, and applied research.

Scholars are not necessarily officials, but officials must be scholars. Party schools (administrative academies) at all levels must thoroughly implement General Secretary Xi Jinping’s important expositions on Party school work, bear in mind the fundamental principle of “Party schools belong to the Party,” practice the Party school’s original aspiration of “educating talents for the Party and offering advice for the Party,” inherit the glorious traditions and fine style of the Party schools, and implement the newly revised “Regulations on the Work of Party Schools (Administrative Academies) of the Communist Party of China.” They must adhere to strict governance and quality-oriented education, cultivate high-quality talents, and offer high-level advice, making new and greater contributions to comprehensively advancing China’s national rejuvenation through Chinese-style modernization.
